The National Convention method of amending the Constitution was added to Article V mostly at the insistence of George Mason because he was concerned that in the future there could arise situations and problems, quite possibly having to do with Congress itself, concerning which there might be considerable disinclination to propose, and abide by, appropriate solutions, such as the various issues discussed above. The National Convention Method was therefore included in Article V as an alternative way to amend the Constitution without having to rely upon Congress to propose a Constitutional amendment that would address its own deficiencies and failures. Unfortunately, the solution afforded by the National Convention Method is wanting. The framers of the US Constitution by all accounts did a masterful job in drafting the US Constitution, which most would say has never been equaled in quality and effectiveness. However, they nodded when they framed Article V; in fact, one could say they completely fell asleep and failed on the matter of providing the Republic a safe way to make reform amendments that a sufficient majority of the Republic feels are needed. Nevertheless, the National Convention method, despite its flaws, is important because it offers the key, as discussed below, to a better situation that would enable less risky and more reliable means of incorporating reform amendments into the Constitution.
